Here is a bit of history and my suggestion at the end:

The SIGCOMM executive committee policy on allowing SIGCOMM conferences to 
accept free gifts adorned with company logos, such as tote-bags/pens/etc ...
HAS BEEN (using Lyman's words): to focus on the benefits to SIGCOMM and the 
conference attendees.  

This focus means that over the years we have both rejected and accepted offers 
from companies for a free gift identified by the company logo.

The distinction between accepting and rejecting an offer has usually been:
	will the item ALSO have the SIGCOMM conference logo on it?

Here are 3 related examples:

EXAMPLE 1:
This issue came up in the planning of SIGCOMM92 in Baltimore.  
Shukri Abdallah ( treasurer, local arrangements, fund-raiser, etc ) received 
an offer of a totebag with a company's name on it( NeXt ).  ( Actually,
I believe that NeXt declined to give us $3k as part of the fundraising effort
and countered with: " would you like a bag instead " )  The SIGCOMM exec. 
comm. rejected it, because it wouldn't have had SIGCOMM's name on it 
( and NeXt wouldn't add the SIGCOMM name to it ).  

EXAMPLE 2:
Shukri Abdallah, who was so excited about having tote-bags for the SIGCOMM92
conference, went to the University of Maryland president and got a 
donation for buying tote-bags and printing the SIGCOMM92 logo on it on
one side and the other side had the UMBC logo on it and the Baltimore
skyline ( from the SIGCOMM92 advance program ). 

EXAMPLE 3:
All SIGCOMM91 conference attendees ( Zurich ) received a sleek black "leather"
portfolio case with the acm logo and "SIGCOMM 91 Conference" on it
in a prominent corner.  Only when you open up the case do you see the
Union Bank of Switzerland name/logo.  The Union Bank of Switzerland
did NOT give any financial support to SIGCOMM91 other than these nice cases.

So, now we come to cisco in 1997 ( and the analogous situation that
could have occurred last year with Ipsilon in 1996 ).   cisco is donating
$10k to SIGCOMM97.  ( The other sponsors to SIGCOMM97 are:  EUTELSAT $10k,
South of France "county" $10k, ASCOM $5k, XEROX $5k, MCI $3k )    

Remember, all sponsors will be publicly recognized in the advance program, 
web page and proceedings.

So, for me, the issue is: do we require cisco to put the SIGCOMM97 name on
the bag   OR  do we "ask but not require" cisco to put the SIGCOMM97 name
on the bag.  

And, given that cisco is one of our strongest financial supporters this year, I 
support approving cisco's gift to SIGCOMM97 of tote-bags for the participants
and asking but not requiring them to also print the SIGCOMM97 name on the bags.
