So just to summarize:

- the registration cost is included in the $25K
- the cost per student _including_ the registration 
fee should not exceed $1200 as long as we use the NSF 
money
- the prefered way to handle the registration fee
is to ask students to pay for it an later reimburse 
it

Are these statements correct?

We have finished to review the student travel grant applications. The
bottomline is that we can award only 22 travel, even though there are
significantly more students that would deserve the award; the total
number of applications is 63.  For comparison, last year around 35
students out of about 40 applicants have received the award.

Below please find a detailed explanation with a set of three options
that would allow us to increase the number of awards. Please let me
know if any of the makes sense to you.

The average estimated cost per student is $1140. This includes (1) the
student registration ($150), (2) five nights at the hotel ($640 =
5*$128), (3) meals not included in the registration ($50), and the
airfare ($300 on the average).

Obviously (since we cannot get additional funds) the only way we can
increase the number of awards is by reducing the per-student award.
Here are three options:

1) We can eliminate the $50 devoted to meals. This will allow us to
award an additional grant, thus increasing the number of grants from 22
to 23.

2) Have the students share the room. This would save us up to $320 per
student, which would allow us to give 30 grants. There are at least two
possibilities to achieve this:

 a) reimburse each student only $320 for hotel, and thus force them to
 find roommates.

 b) we do the reservations for them and pair two of them in each room.

3) Just reimburse the hotel for three days ($384). This would allow us
to award up to 28 travel grants. The problem here is that this is
inconsistent with the fact that we expect them to stay over Saturday
night to get cheap airfares.

Thanks all for your feedback and suggestions.  Based on your input
here is my proposal:

- Pay only for three hotel nights, no taxes included ($384=3*$128).
  If they are willing to share the room then they can stay for five nights;
  in this case they should also be able to pay for the room tax (i.e., $375 =
  2.5*$150).

  I would very much prefer this variant against simply asking them to share
  the room, and then reimburse the difference if they cannot find a roommate.
  Such an alternative would be too risky since it is hard to estimate how
  many people would not be able to share the room in advance.

  (BTW, I also shared the room at every conference I attended as a
  student, and I ask my students to share the rooms as well.)

   Regarding the airfare I'll suggest them to use Council Travel
  (www.counciltravel.com) which has special deals for students with no
  Saturday night stay.

- Eliminate the $50 meal

- I went to expedia.com and recalculate the the airfares assuming
   Saturday night stay from New York, Boston, Orlando, St. Louis, Los
   Angeles and San Francisco; I got an average of $250 per US student.

- With these reductions, the estimated cost per US student is about
  $750, and we would be able to support about 26 students from the NSF
  money. From the Cisco money we can then support about four
  international students. In this way we can increase the number of
  supported students from 22 to 30.

A final comment. The transportation from/to the Pittsburgh airport
shouldn't be a problem. They can take the 28x shuttle for about $2
each way.

Right now it looks like we can give at most four awards to
international students. However even in this case the $5K
would not cover it. In particular we have two potential awardees
from Europe, one from Honk Kong and another one from New
Zealand. If we allocate a minimum of $700 for the airfare
for the European students, and a minimum of $1000 for the
other students we are still $600 short. So my question is:
would it be possible to get an extra $600 for the international
students? If not, we should probably just award three
international students. Thanks,

Actually, even if we award only three
students, we are well over $3750.
Anyway, here are the calculations.

If we award three students then we have one
from Europe, one from New Zealand, and one from
Hong Kong. An award is about

$550 (hotel and registration) + airfare

If we estimate an $800 airfare from Europe
$1000 from Asia and $1200 from New Zealand 
then we get a total of: $4650.
 
Several comments:

1. My original calculations
assumed a $700 airfare from Europe and 
$1000 from Asia/New Zealand, but I guess
the above figures are a little bit 
more realistic.

2. It is extremely difficult to estimate
airfares from other countries to US. For
instance, using expedia.com, I got an 
minimum airfare of $1000 from Europe,
$1400 from Hong Kong, and $2300 from
New Zealand! However these estimates are
very unreliable, as buying the ticket from
a foreign country to US is in general much
cheaper. (For instance if you fly from 
Bucharest (Romania) to US, and if you buy
the ticket in Romania (even from big
airline companies such as Lufthansa and KLM),
the price of the ticket is almost half the one
advertised by expedia.com)

3. If we were to give a fourth award that would
be for another student for Europe, which will
cost about $1350. If we decide to award four
students, then another possibility would be
to go with the initial airfare estimations (
$700 from Europe, and $1000 from Asia) which 
will lead us to a total of $5600. 

Finally, if the $4650 to cover the three awards
is too much, with the more aggressive airfare
estimates we need only $4350.

I've just finished to send all the acceptance e-mails. In the end, we
have awarded 25 US students and 4 international students. The awards
of the US students represent $19770 ($230 less than the 20K we had
from NSF :-), while the awards of the international students represent
$6950 (many thanks to Chris and Craig for the extra money). In each
case, I used the best airfare estimate I could get on the web, so I
hope we've optimized the use of money as much as we could.

I'll send you a more detailed report tomorrow. Thanks all for your help

Since I'll not be able to particpate in the teleconference tomorrow,
here is a quick report on the student travel awards:

1. This year we received 63 applications out of which 16 were from
international students.

2. We were able to award 25 US students and only four international
students.

3. All receipients were announced yesterday (7/15). They have until
Friday (7/18) to accept the awards.

4. In terms of diversity, I think we did quite well. Out of the 29
students who were awarded, seven are women. (Actually, all women who
applyed have received awards.) In addition, the awardees came from 26
different institutions.

5. The estimated cost for the US awards is $19,970 which should be
covered by the NSF grant (thanks to Peter for obtaining this
grant!). The total cost of the international awards is about $6,950
(thanks to Craig and Chris for suplementing the CISCO founding!)

Yes, for all practical proposes these estimates
should be viewed as upperbounds. Students will
not get a check in the amount specified, but
they will  be reimbursed only for the airfare (up
to the specified amount for airfare), hotel (up to
$400),  registration ($150), and nothing else.

Also, this year we made some shortcuts to increase
the number of awards. In particular:

- We cover only three nights at the hotel,
   instead of five as initially proposed. If they
   have to stay more (and they have to stay more if
   they attend tutorials or need to stay over Saturday
   night) they are supposed to share the room.

- We have eliminated the $50 meals

- With respect to the airfares we used the cheapest
  airfare that we could find on the web in _each_ case.
  In most of the cases we used expedia.com to get these
  estimates, but in other cases in which the figures were too
  high we did a more thorough search. For instance for China
  we used flychina.com, and for New Zealand we used a combination
  between the cheapest fair to LA and then from LA to Pittsburgh.
  In _all_ cases we assumed a Saturday night stayover.

- Finally, note that in the case of international students
  the initial founds were almost doubled by SIGCOMM (from
  $3.75K to $6.95K)

Finally, if anyone has any other ideas of how to further optimize
the use of travel grant money please send these ideas to me. I'll
centralize them and make them available to the future travel grant
committees.

I we need their SSNs only after conference, I think that the most reliable
way to obtain these SSNs is to ask students to provide them when
they are reimbursed.

Peter, would it be possible to add an entry for SSN to the reimbursement form?

The amount of each award consists of (1) conference registration
($150), (2) three days at the hotel ($400), and (3) airfare. For
example, if the award is $1350, then the airfare is $800 = $1350 -
$400- $150. The total amount of all awards is $6,950.

Please note that the telephone and fax numbers of Aun are missing, and
I also do not know whether Rajiv is a SIGCOMM member or not. I'll send
you this information as soon as I get it.
