Hi folks:

Exchanging email with Erin this AM about Cisco's donation, I realized there's
a funny detail we need to resolve: namely what account student travel
grants go into (the conference account, or directly into the SIG's account).

Historically money has gone direct to the SIG's account, because ACM
charged a revenue tax on conferences (including grants) and since SIGCOMM
was, in some sense, running the travel grants, it seemed best to avoid
the tax.  Now that ACM does conference support ala cart, we don't need
to avoid the tax.  Furthermore, since we now propose that the conference
take 25% of the student travel grant donations as a reserve to cover
the full cost of each student grantee, it makes sense for the conference
to manage the money.  So I propose that, going forward, money go into
the conference account.

Chris -- pls correct if I got any of the history wrong here.
