Historically money has gone direct to the SIG's account, because ACM charged a revenue tax on conferences (including grants) and since SIGCOMM was, in some sense, running the travel grants, it seemed best to avoid the tax. Now that ACM does conference support ala cart, we don't need to avoid the tax. Furthermore, since we now propose that the conference take 25% of the student travel grant donations as a reserve to cover the full cost of each student grantee, it makes sense for the conference to manage the money.
