By-Laws of the Dean’s Scholars Students Association Council

1998-1999 Academic Year

Article I – General information

Section A – General procedures

      1. The chair will call and moderate all meetings.
      2. A secretary, appointed by the chair, will take minutes at every meeting. These will be distributed by the secretary to all council members before the next regularly scheduled meeting.
      3. Regularly scheduled meetings should be held at least every other week, at the discretion of the chair.
      4. The program director should not be expected to be present at regularly scheduled meetings, but can be invited to attend any council meeting.
      5. All regularly scheduled council meetings are open to any member of the Dean’s Scholars Students Association.

Section B – Definition of responsibilities of Committees

      1. Student Advisory Committee – advises on the academic portion of the Dean’s Scholars Program.
      2. K-12 Enrichment Committee – organizes enrichment programs, including overseeing the middle school enrichment program.
      3. Social Committee – organizes social events for the program.
      4. Admissions Committee – organizes recruitment activities and advises on alterations to admissions procedures and applications.
      5. Upper Division Committee – serves as a liaison to the Upper Division Dean’s Scholars Distinguished Lecture Series.
      6. New committees can be added by amending these by-laws.

 

Article II – Council voting laws

    1. Unless otherwise specified herein, quorum shall be defined as five council members including the chair until the election of the freshman members, after which it shall be seven council members including the chair.
    2. Proposals can be made by any council member at any council meeting.
    3. Proposal can be passed by a majority vote of those council members present, unless otherwise specified.

 

Article III – Election laws

    1. Dean’s Scholars Students Association members who wish to run for council may nominate themselves. They must notify the chair and turn in a statement for election between the 14th and 21st of April, 1999.
    2. The statements will be posted on the internet and in the Dean’s Scholars office by the chair within 24 hours of receipt.
    3. The elections will be run by current council members not running for re-election.
    4. Regular voting will take place in seminars the academic week of April 26 - 30, 1999.
    5. Seminar lists will be obtained from seminar leaders and provided to the election moderators. The voter’s name shall be checked off upon receipt of ballot.
    6. If Dean’s Scholars will not be in their weekly seminar during the week of voting, they may obtain ballots from and give them to the election moderators by 3pm April 30th.
    7. The election moderators shall count the votes and announce the members of the newly elected council by 10 am Saturday, May 1, 1999.
    8. The joint meeting between incoming and outgoing councils will be held the academic week of May 3 - 7, during which the new chair (as per constitution) will be elected.

 

Article IV – Impeachment Procedures

    1. These procedures shall apply both to impeachment of chair from office and to removal of a member from council.
    2. All impeachment procedures must take place during regularly scheduled meetings.
    3. In proceedings initiated to remove the Chair from office, all functions described below which would be performed by the Chair shall be performed by the secretary.
    4. If a council member wishes to initiate impeachment proceedings against another member, he must put forth the motion at a regularly scheduled Council meeting. Further proceedings cannot take place until the next regularly scheduled meeting.
    5. It is the responsibility of the Chair to inform the entire Council of the impeachment motion within 48 hours.
    6. At the impeachment meeting, the member in question may or may not be present at their discretion. Only Council members may be present at the meeting.
    7. Debate of the impeachment motion must include time for the member in question to speak in his own defense, should he so wish.
    8. The vote on impeachment shall take place without the member in question present. In cases involving the chair, a majority vote of council members, excluding the Chair, will be required to remove the Chair from office. The secretary will conduct this vote. In cases of removal from Council, a three-fourths vote of the entire council is required to remove a member from office. In either case, votes may be lodged ahead of time with the secretary if the chair is involved and with the chair in all other cases.
