Dean’s Scholars Student Association

 

Article I – Purpose and objectives

Section A – The Dean’s Scholars Program

The objective of the Dean’s Scholars Program is to enrich the undergraduate experience of exceptional natural science majors by:

      1. introducing them to cutting edge research
      2. placing them in contact with superior students of similar aptitudes and interests
      3. placing them in contact with distinguished faculty members of the College of Natural Sciences
      4. allowing students to interact with each other through academic pursuits and informal social activities

Section B -- The Dean’s Scholars Student Association

The Dean’s Scholars Student Association consists of all current students in the Dean’s Scholars Program.

Section C – The Dean’s Scholars Student Association Council

The objective of the Dean’s Scholars Student Association Council is to:

      1. handle administrative matters including recruitment, admissions, and academic affairs
      2. organize social / community involvement programs
      3. direct future development within the program

Article II – Election of council members & committee chairs

Section A – Election of council members

      1. The Council shall consist of 13 members: ten upperclassmen and three first-year members.
      2. Council members must be members of the Dean’s Scholars Program.
      3. Upperclassmen members of council shall be elected for the following academic year at large by all non-graduating Dean’s Scholars before the conclusion of the Spring semester.
      4. Upperclassmen members of the council shall begin their terms at the first regularly scheduled meeting following their election. This meeting shall consist of members of both the incoming and outgoing councils.
      5. First-year members of the council shall be elected for the current academic year by members of the first-year class within two months of the beginning of the Fall semester.
      6. First-year members of the Council shall begin their terms at the first regularly scheduled meeting following their election.
      7. All outgoing council members’ terms shall end at the first regularly scheduled meeting following the election of the new council, unless they are removed as per Section C.

Section B – Selection of the Chair and committee chairs

      1. The Chair of the Council shall be elected by the newly elected upperclassmen council members at the first meeting of their term.
      2. Committee chairs shall be appointed and can be removed by the Chair at any time

Section C – Removal from office

      1. Removal from office can take place by graduation, resignation, impeachment, or removal from the Dean’s Scholars Program.
      2. Resignation of office shall take place by a formal letter which shall be presented to the Chair, who will announce the resignation at the next regularly scheduled meeting.
      3. Removal from office through impeachment shall take place by a three-fourths vote of the entire council.
      4. Section D – Replacement of council members.

      5. Replacement of council members shall take place by an election at-large by all current Dean’s Scholars within four academic weeks of the vacancy of office.
      6. The newly elected member shall serve out the remainder of the term, effective immediately upon election.

Section E – Removal of the Chair

      1. Removal of the Chair can take place by graduation, resignation, impeachment, or removal from council.
      2. Resignation of office shall take place by a formal letter presented to the council at a regularly scheduled meeting.
      3. Removal of office through impeachment shall take place by a majority vote of the entire council, excluding the chair.
      4. Removal from the office of Chair does not include removal from the council.

Section F – Replacement of Chair

      1. The election of the new Chair shall take place at the next regularly scheduled following the vacancy of office.
      2. The newly elected Chair shall serve out the remainder of the term, effective immediately upon election.

Article III – By-laws

      1. The by-laws shall consist of the working rules of the council including but not limited to voting procedures and committee responsibilities.
      2. The by-laws shall be written and approved by a majority vote by the fourth academic week of the Fall semester.
      3. Amendments to the by-laws shall be proposed at any regularly scheduled meeting and voted upon at the following regularly scheduled meeting.

Article IV – Amendments

Section A – Proposition

Amendments can be proposed by one of two ways:

      1. Majority vote of the council
      2. Petition by one-third of current members of the Dean’s Scholars Program

Section B – Ratification

      1. Proposed amendments shall be ratified by two-thirds of the total number of current Dean’s Scholars.
      2. A vote for ratification must take place within two weeks of its proposal and shall be conducted by the council.
      3. A failed amendment can be proposed again after a minimum of four academic weeks.

Article V – Ratification

      1. By the third academic week of the Spring semester of 1999, this constitution shall be posted both on the Dean’s Scholars web page and on paper in the Dean’s Scholars office.
      2. By the fourth academic week of the Spring semester of 1999, votes shall be administered in every seminar by council members.
      3. This constitution shall be ratified if two-thirds of the total number of current Dean’s Scholars approve.
