Most applications for summer programs are due early in the spring semester.  The above sites are great lists of programs around the country.

Advice on getting letters of recommendation.

If you would like to research at UT in the College of Natural Sciences, please notice those professors who have indicated that they would accept students for "1 semester/summer."  But, if you are especially interested in researching with a particular professor and are willing to make a full-time commitment for the summer, there is no harm in asking.
