Warren Frank Cline

 

Captain Warren Frank Cline, U. S. Navy, Retired, died on Sunday, August 12, 2007 at his home at the Westminster-Canterbury retirement community in Virginia Beach, Virginia. He was the son of Frank and Edith Cline, both deceased, of Harrisonburg, Virginia. Capt. Cline was born on December 9, 1920 in Keezletown, Virginia four miles east of Harrisonburg.

 

He is survived by his wife of 65 years, the former Elaine Kaylor, also of Harrisonburg, two sons: Warren Frank Cline, Jr. of Huntsville, Alabama and Alan Kaylor Cline, of Austin, Texas, four grandchildren, three great-grand-children, and a brother, Ralph Cline, of Harrisonburg.

 

Captain Cline received his bachelor’s degree from Virginia Tech in 1942 and a master’s degree from Rensselaer Polytechnic Institute, Troy, New York, in 1953. Both degrees were in civil engineering. He entered the Civil Engineer Corps, U. S. Navy, in June, 1942 and served for 22 years, retiring in June 1964. His duty stations included Resident Officer in Charge of Construction of Bunker Hill Air Force Base (now Grissom Air Reserve Base) in Indiana, Commanding Office of Mobile Construction Battalion 10 on Guam and later Commanding Officer of the Public Works Center on Guam. After his retirement from the Navy, he joined the engineering faculty of Pratt Institute, Brooklyn, N. Y. and Virginia Tech. where he directed their cooperative education programs. Following his faculty positions, he was a partner in several engineering and consulting firms. In 1974 he served as president of the Virginia Society of Professional Engineers. In 1975 he came to Virginia Beach, where, as a vice president of the engineering firm Wiley & Wilson, he opened its Virginia Beach office.

 

Captain Cline was active in several local organizations including the Appalachian Trail Club and the Association for the Preservation of Virginia Antiquities. He volunteered for the Boy Scouts and offered his expertise locally as a master gardener. At one time he was the costumed colonial era gardener at the Lynnhaven House. He also served as president of a local Kiwanis Club.

 

Captains Cline’s internment will be at Arlington National Cemetery. A memorial service will be held on Saturday, September 22 at Westminster-Canterbury, 3100 Shore Drive, in Virginia Beach. In lieu of flowers his family suggests that donations be made to the Virginia Tech Fund, Office of University Development, Virginia Tech, Blacksburg, VA 24061 with an indication that it should be directed to the Warren F. Cline Civil Engineering Scholarship or made to the Westminster-Canterbury Foundation.
