Poseidon-rate-4-alpha-17
Instantiation of Poseidon with rate=4 and alpha=17.
This is the instantiation of Poseidon used internally by the
Aleo Instructions opcode hash.psd4.
Note, there are also some test cases for this instantiation
in the source file rate-4-alpha-17-tests.lisp.
